Their headoffice is in Bergen, so this must be the first of many shops....

I would guess the image could be from Skuteviken, located between Bontelabo and Sandviken, depicting Skuteviksbodene in the background. The exact location could be Skutevikstorget, an open square stretching from Sverresborg to Sjøgaten. Neumann is still around although having moved further out to Sandviken.
